The Leonida map is free; the paper is $0.99

The printable map is free on 19 November; the $0.99 item is paper. For most buyers the freight, not the sticker, is the price.

Rockstar’s 3 November pre-load post ends with three merchandising sentences, and the reading that reached most of the coverage — that the company has begun charging for a map it used to give away — rests on the one item in those sentences that is not the map. The post says a printable cover poster and a printable map of Leonida will be added to the official site on 19 November, free to download. It then describes a double-sided physical version reaching the Rockstar Store shortly after launch, at $0.99 on its own or free with any other purchase. The map file has no price. What carries one is the sheet it is printed on.

For much of the audience the headline reaches, that price is not $0.99 either. Playground, in a report relayed by Chinese outlets, puts international shipping on a Rockstar Store order at $20 to $25 for some destinations — which makes the sticker a rounding error beside the freight and turns the real question into whether something else is already in the cart. The operative clause is “free with any other purchase”. An item that costs a dollar alone and nothing when attached to a larger basket is not priced to be sold on its own; it is priced to raise the average order. A buyer weighing whether this is a fair charge should compare the delivered cost, not the number in the headline. One detail in the announcement is also unresolved: Rockstar’s own wording calls the physical article the double-sided version of the poster, while the relays describe it as a map. Those may be the same sheet, since the merchandise poster in the earlier Vice City collection is described as showing the full Leonida landscape, but nobody has published the reverse.

The bigger change is what the box no longer contains. Each main-line release since Grand Theft Auto III shipped with a folded map, and for a series whose geography is the product, that sheet was the only official cartography most players ever held. This one arrives as a case holding a download code — Take-Two confirmed the code-in-box arrangement in June — so there is nothing to fold the map into. It leaves the box and returns as a file, and the file is published on 19 November, the day the game unlocks, not during the nine days of pre-load that open on 10 November. A buyer who wants to look at Leonida on paper before playing has no official document to look at.

A printout is not the object it replaces, and the difference is not sentimental. The folded map was two-sided poster stock at a size the publisher chose; a home print is a rectangle of A4 or Letter, one side, at whatever the printer does to a state. There is a first here as well. This site noted in its reading of the merchandise collection that Rockstar has never put an official map into circulation, and that every square-mile figure in use is a community reconstruction traced from trailers and screenshots. From 19 November that stops being true: the first official map of Leonida arrives as a download rather than as something in the box, and the paper version follows it as merchandise.

So the complaint is aimed at the wrong number. A buyer who wants the map has it free on launch day; a buyer who wants paper is buying a print and a parcel, and the cheapest route is to attach it to an order that was going to be placed anyway. What the fee does establish is a boundary the series has not had before — the physical map is now merchandise rather than part of the game. Two things remain unpublished: whether the double-sided sheet carries the map on its reverse, and whether any retailer’s boxed edition includes a printed map. No retailer has said it does, and Rockstar’s post does not mention one.
